Strange Hose

Hi All - this doesn't seem correct to me, but the hose is cut perfectly and I can't see where it would attach to if it did come off something.
When the engine is running air is coming out of the end of that hose, and I don't seem to notice any engine issues.

Is this correct that this hose ends and just sits on top of the block?

The hose appears to be the crankcase breather. The end is placed next to the air filter so as to vent out gasses and oil mist from the running engine.
The engine air filter foam might have to be cleaned to remove residue.
Make sure the other end is securely attached to the rocker cover.

Correct-- crankcase breather.

And, a good idea to bring the blower vent hose up close to it, as that crankcase vent hose is the source for a lot of the "hot diesel smell".
