Bow Railing Attachment

My name is Ken, and new to this group. My wife, Donna and I just purchased Hull# 447, a 2007 Catalina 350, on Lake Champlain VT. The surveyor observed that the bolts on the bow railing have no backing plates and nuts, and could not detect any embedded plate in the decking. Does anyone know whether there is a plate, or do I need to add backing plates and nuts? The forward bolts are easy to access, but how do I access the aft bolts?

Ken,
Welcome to the group.
I noticed that also and further, the primary winches in the cockpit have the same arrangement. I checked with the dealer and he with the factory and they said the mounting plates are indeed in the deck , hence no nuts and or backing plates to see.

Hope this helps you get through the winter.
