It looks like you're up on the Great Lakes, so, IMO, you can't find a better bottom paint for up there in the fresh water. I recoat mine yearly. Considering your height, the 350 is a good option. You also shouldn't have issues with the height of the boom. At 5'8", I have to use a step stool to tie my sail cover!

Can't answer your cost question really, but assuming you're buying new sails anyway you'd just have to price out a new or used mast and rigging. Since there are mostly furling mains out there, you might have a market for your furling mast. Honestly, it would make more sense to find the boat you want...

That's the correct part # per the parts manual for your M35b engine. Don't know the specs. Westerbeke just mentions it has to be capable of lifting fuel 5'. If it were water, that would take a minimum of a little over 2 psi for a 5' head.
